On 8 June 2011, the European Parliament passed recommendations to the EU Council with regard to European policy at the upcoming 66th session of the United Nations General Assembly (P7_TA(2011)0255), Paragraph 1(bf) reads as follows:
‘to advocate the establishment of a UNPA [United Nations Parliamentary Assembly] within the UN system in order to increase the democratic nature, the democratic accountability and the transparency of global governance and to allow for greater public participation in the activities of the UN, acknowledging that a UNPA would be complementary to existing bodies, including the Inter-Parliamentary Union;’.
These recommendations reflect a policy of the European Parliament that was already established in resolutions adopted on 8 February 1994 and 6 June 2005.
What steps does the Council intend to take within the European Council and within the United Nations – particularly with regard to its forthcoming address to the United Nations General Assembly – in order to promote the establishment of a United Nations Parliamentary Assembly?
