In 2009, the European Commission adopted its communication aimed at 'combating HIV/AIDS in the European Union and neighbouring countries, 2009-2013'. The strategy concentrates on three key areas: HIV prevention and testing, priority groups most at risk of HIV, and priority regions.

 

The Commission and member states should ensure adequate funding and investment to carry out the research needed to implement effective HIV programmes that give equal and timely access to HIV testing, treatment and care. The S&D Group also calls on the member states to direct their policies towards ending the discrimination and social exclusion often associated with people living with HIV/AIDs and to protect fundamental rights
