A nossa atividade em matéria fiscal
O LuxLeaks, o SwissLeaks e os Panama Papers revelaram a existência de um sistema fiscal falido, em que as grandes empresas e os indivíduos ricos se safam explorando lacunas legais, procurando as jurisdições mais favoráveis e escondendo dinheiro em offshores que praticam o dumping fiscal. Estas práticas desonestas estão a criar grandes desigualdades nas nossas sociedades e a drenar o erário público.
Temos sido uma força motriz por detrás de uma série de órgãos de investigação no Parlamento Europeu. Orgulhamo-nos de que a nova subcomissão fiscal, que iniciou os seus trabalhos em setembro de 2020, seja simultaneamente um cão de guarda e um fórum popular para a justiça fiscal.

Our priorities
Lutaremos pela equidade fiscal, fazendo com que a bolha financeira pague a sua parte justa através de um imposto sobre as transacções financeiras (ITF) e fazendo com que os poluidores paguem através de impostos ecológicos.
Combateremos a evasão e a fraude fiscais e a concorrência desleal, defendendo uma taxa de imposto mínima efectiva de 18% e lutando pela reforma da lista da UE de paraísos fiscais e da política da UE em matéria de práticas fiscais prejudiciais, bem como enfrentando os desafios de impostos justos para um mundo digital.
Asseguraremos que o sistema fiscal europeu esteja preparado para o futuro, explorando o abandono da tributação do trabalho e desenvolvendo sistemas fiscais que promovam a igualdade entre homens e mulheres e uma abordagem justa da tributação da riqueza (incluindo um imposto sobre a propriedade a nível europeu), e combatendo as crescentes desigualdades de rendimento e de riqueza através de formas progressivas de tributação.
Taxation of the Financial Sector
At the beginning of the mandate, the European Commission announced plans to reform the tax framework for the financial sector. In the absence of an agreement on the financial transaction tax, and in view of the extraordinary profits that the sector has generated in recent years – largely due to interest rates policies – it is crucial to find solutions that will ensure a fair contribution from the financial sector.
Environmental Taxation
The current rules still exhibit significant inconsistencies, such as the fact that airlines are exempt from taxes on kerosene, while workers face additional taxes on their daily commutes. We must hold major polluters, like the maritime and aviation sectors, accountable and ensure they contribute their fair share. At the same time, we must ensure the support needed to boost ecological transport options.
The S&Ds will keep pushing for the reform of the Energy Taxation Directive to align energy product taxation with sustainability goals, promote clean technologies and eliminate outdated exemptions and reduced rates that currently incentivise the use of fossil fuels.
NO to National Tax Vetoes
We will continue to advocate for a high-level commitment to reform the way the EU makes tax decisions. There should be no room for national tax vetoes, such as those blocking efforts to address EU tax havens.
Despite the EU having an open market, the EU Treaties require EU finance ministers to decide unanimously on tax reforms at European level. This means that any single country, including EU tax havens, can block vital tax reforms – and they have done so in the past.
To make meaningful progress on tax justice at EU level, we must shift to qualified majority voting on certain tax-related issues. The European Commission should propose a clear roadmap to achieve this reform.
